      Permeability measures how easy it is to create a magnetic flux in a medium. In a sense the permeability of free space is the reference to which all other permeabilities are compared, so it could be used as a base unit. In the SI system, ampere is chosen as the base unit, and the value of the permeability of free space follows directly from its definition.
