      It’s a different part of the atmosphere to the part we live in (which is called the troposphere). The stratosphere is much less dense than the troposphere and doesn’t have so much “weather” – aeroplanes fly more-or-less in the stratosphere for this reason. The stratosphere is also where the ozone layer is, I think.
