      That’s because snow consists of lots of tiny crystals, but ice is just one big crystal. The more regular the crystal is, the more transparent it is, because any irregularities scatter light. To make perfectly clear ice, you need to get rid of all air bubbles in the water and freeze it slowly so that it becomes a regular crystal.
